         In conclusion, the Supreme Court observed that in a democracy, the fight against terror is subject to the rule of law. The U.S. courts have not subjected tar-geting killings to the rule of law and ruled that they were not “justiciable.”  The Israeli court emphasized that in its fight against international terrorism, Israel must act according to the rules of international law.
