Constitution for the State. The Con-stitution shall be composed of individual chapters in such a manner that each of them shall constitute a basic law in itself. The individual chapters shall be brought before the Knesset as the Committee completes its work, and all the chapters together will form the State Constitution. 17 DK (1950) 1743.

 

The wording of the Harari Resolution represents a political compromise that has enabled the Knesset to evade the obligation articulated in the Declaration of Independence to produce a formal constitution, while at the same time preserving its legal competence to enact one.
